Which one it is matters, because a hose is a small repair and a tub seal on an older machine is often the point where replacement makes more sense.
Not Draining
Water standing in the drum at the end of a cycle is usually a blocked drain pump filter, a clogged drain hose, or a failed pump. On front loaders there is an access panel at the bottom front with a filter behind it — coins, hairpins and lint collect there, and clearing it solves a large share of these calls.
One cause specific to buildings like these: the drain hose empties into a standpipe shared with other fixtures. If that line is restricted downstream, the machine drains slowly or backs up while the pump itself is perfectly healthy. A machine that moves across the floor during spin is often not broken. Front loaders ship with transit bolts through the rear panel, and if the unit was moved into the apartment and installed without removing them, or reinstalled with them, the drum cannot float and the machine shakes hard. Uneven flooring and worn suspension rods or shock absorbers produce the same symptom.
In a stacked closet, a washer that walks also stresses the dryer above it and the connections behind. It is worth fixing early rather than living with.
Will Not Fill, or Fills Slowly
Usually the inlet screens at the back of the machine, which catch sediment and gradually restrict flow, or a failed water inlet valve. Sometimes it is simply a partially closed supply valve after someone worked behind the machine. In older buildings, low pressure on an upper floor can also extend fill time enough to trigger an error code, and that is a supply issue rather than an appliance fault.
Odor and Residue on Front Loaders
Front load machines hold water in the door boot and detergent drawer, and with low-temperature washing and too much detergent, that becomes a smell. This is usually maintenance rather than repair: cleaning the boot fold, the drawer and the drain filter, running a hot cycle, and using less detergent than the cap suggests.
